Trump said on Wednesday that shipments were already inbound to destinations in the United States. But even sitting atop the largest reserves of crude in the world, Venezuela's oil infrastructure leaves much to be desired and is in dire need of investment - leaving local communities so close to such mineral riches worse off than ever.
