Pod koniec 2025 r. zobowiązania publicznych szpitali wynosiły 34 mld zł. Ministerstwo Zdrowia przygotowało projekt przepisów, który miał stworzyć fundamenty pod instrument pożyczkowy BGK dla zadłużonych lecznic. Do 2035 r. kosztowałby łącznie do 10 mld zł. Projekt spadł z zespołu ds. programowania prac rządu.
