NGOs are accusing the European Union of being "complicit in horrific violations and abuses in Libya". Amnesty International in particular says the EU is effectively cooperating with what it calls a xenophobic and racist country. The accusation comes as Europe has moved to bolster efforts to stem migration and introduced the European Union Pact on Migration and Asylum, overhauling how the bloc manages its borders.
